Speed Setting on SFP28 Ports in a Quad-SerDes Core

For the 4 ports in a single Quad-SerDes Core, the default speed are set to 25G. And auto detection of the speed is disabled. The four port can link up only if set the speed of all the four ports to either 25G or 10G/1G. This new additions would cover AS7312, N3248PXE, S5248, AS7326 and N3248EPX.
